The perceptions and uses of Assistive Technologies have evolved along with, but not due to, the changing definition of AT. In fact, one might argue that as items and uses evolve to meet the needs of a person's functioning or condition, the definition of Assistive Technologies evolves as a result. As computers have become more accessible, new games and instructional games are developed, and legislation requires more students to have free access to these products, the ATs evolve and are redefined.
It is important, as Kelker & Holt mention on page 11 of Chapter 1, not to confuse Instructional Technology and Assistive Technology devices. While Instructional Technology refers to "any technology that is used as part of the education of an individual," and Assistive Technology devices can be instructional technologies that are used "to increase functional capabilities." These ATs can be used in the classroom to adapt and alter approaches to tasks so that students can be included and to improve their skills.
Some might attribute this evolution to the lower cost of technologies in general. Others might say that litigation against insurance companies as well as against boards of education are the true motivating forces behind the movement. While Universal Design is not yet overarching in businesses, homes, and institutions, schools, colleges and universities are "providing AT devices and services to their students with disabilities in unprecedented numbers" (Kelker & Holt, p.22).
